SECTION II: OBJECT OF THE CONTRACT

II.1) DEFINITION OF THE SUBJECT OF CONTRACT

II.1.1) Title attributed to the contract by the contracting authority: Software Management Continuing Airworthiness for the OKL PRz ..

II.1.2) Type of contract: service.

II.1.4) determining the object and the size or scope of the order: The service relates to the development, installation and commissioning of software for the management of continuing airworthiness of the fleet aircraft operated and managed by the Organisation CAMO Rzeszów University of Technology Aviation Training Centre.
 
 The software should have the following traits and functions:
 
 General features:
 – Managing a fleet of 20 aircraft
 – Time Tracking service in accordance with the meter MTH and clock time
 – System location on a remote server
 – Ability to use all the functionality of the software into a web browser, ie. The availability for users of any computer with one of the popular web browsers and Internet connection; it also applies to computers running on a free operating system open source.
 – Software based on Postgres database system.
 – Software written in PHP
 – Access and simultaneous work on a system with multiple stations
 – Apply PDT floor by customers (pilots) as forecast, without the participation of the organization’s staff CAMO
 – Preserving the full history of the aircraft with all components
 – To provide technical support / IT Personnel CAMO organizations regarding the maintenance and repair efficiency software
 – Provide training for Personnel CAMO organizations with services and software functionality
 
 Functions of the administrative panel
 – Manage the access accounts.
 – Manage your organization using the SP management.
 – Manage aircraft types (legal basis, a list of the AD / SB).
 – Manage types of components (the legal basis, a list of the AD / SB).
 – Manage import data from external systems.
 – Managing your organization’s list of SP (service provider SP).
 – Managing the list of components owned by your organization (service provider SP).
 – Manage your accounts the access to the customer panel (operator SP).
 – Managing the list of personnel authorized to perform inspections before volatile.
 – Viewing the list of flights / summaries of selected SP.
 – Adding daily summaries / mth summaries for the SP.
 – Manage the status of compliance with POT airframe (restrictions of limits).
 – Installing and removing components (with the behavior history, conditions and constraints assigned to the component).

 – Registry failures and unscheduled service
 – Manage the status of AD / SB (including track the status of repetitive bulletins based on the respective status of compliance with POT)
 – Management of the Protocol brewing

 – Generate MS-s (automatically based on the status of compliance with POT), generating associated with the MS-I status report.
 – Generate Reports on the status of containing complete information about the selected SP
 – Viewing the upcoming work for all SP in the organization. (along with information, or has already been generated WO)
 – Ability to manage SP both based on flight time and hour meters (more than one SP).
 – The ability to handle multi-engined airplanes.
 – Ability to generate metrics, along with the assigned component SB and AD
 – Ability to oversee the maintenance of engines in relation to everyday raid

 – Account Management panel of the access to the organization
 – View a list of the SP of the organization
 – Viewing the list of flights daily statements, statements mth
 – View a list of WO (preview and print individual documents)
 – Preview the last MS (printable) for the selected SP
 – Register PDT, the ability to generate blank sheets of PDT for the selected SP
 – Ability to generate and view upcoming work for all SP of the organization. (along with information, or has already been generated WO)
 – Possibility of managing people authorized to perform inspections before a volatile ..

The contractor confirms the fulfillment of the condition by making a statement about fulfilling conditions for participation in the procedure referred to in Article. 22 paragraph. 1 of the Act (design Appendix 1 hereto).

  • III.3.2) Knowledge and experience

    Description of how to assess compliance with this condition

    • The contractor must have knowledge and experience to carry out the order, and must therefore demonstrate that in the last 3 years prior to the deadline for submission of bids, and if activity period is shorter – in this period performed at least one service involving the development, installation and run software to manage continuing airworthiness endorsement by customers of those services that have been performed properly.
       Evaluation of fulfilling conditions for participation in proceedings will be effected on the principle fulfill / not fulfilling based on documents specified in paragraph 7 of the Terms of Reference.

III.4) INFORMATION STATEMENT OR DOCUMENTS TO BE PROVIDED FOR THE CONFIRMATION OF FULFILLING THE CONDITIONS OF PARTICIPATION IN THE PROCEEDINGS, AND it no exclusion UNDER ARTICLE. 24 UST. 1 LAW

  • a statement that no grounds for exclusion;
  • current copy of the register or from the central records and information about the business, if separate provisions require registration or records in order to demonstrate the absence of grounds for exclusion under Art. 24 paragraph. 1 point 2 of the Act, issued not earlier than 6 months before the deadline for submitting requests to participate in the proceedings or the award of tenders;
